Learn moreThe rules change at the town line
Across the area, the sewer service line from the house to the main usually belongs to the property owner. What changes from place to place is who you call first, which permits apply and who has to be notified before work starts. Fort Collins Utilities, Loveland Water and Power, the Town of Windsor and the Town of Berthoud all put the service line on the owner, and Windsor also requires contractors to notify the town before working on the sanitary sewer. Parts of Fort Collins, Windsor, Timnath and Severance get sewer service from the Boxelder Sanitation District rather than a city utility. Each town page spells out the local rules, and we confirm them before any digging starts.
Older lines and newer subdivisions
Fort Collins and Loveland have the most older housing in the area: about a third of homes in each were built before 1980. In Timnath, Severance, Berthoud and Wellington, half or more of all homes were built in 2010 or later (U.S. Census Bureau, ACS 2024 5-year estimates). Older lines tend to fail from roots, corrosion and cracked joints. Newer lines more often fail where the trench settled, or where landscaping, fencing or sprinkler work damaged the pipe. A camera inspection shows which problem you have, and the cost guide explains what each repair costs.
